Perhaps the better comparison would be "Theaters of Operations" rather then "double agent". William Donovan supervised the Office of Strategic Services in operations against both Germany and Japan but he wasn't a double agent.
But the basic point is sound. We must repair cracks in the walls of the City of Man even while knowing the City of God is more important.

I'm not sure "double agent" is the proper word. The normal use of the term has a quite different connotation.
