While companies and institutes have handbooks full of policies and procedures, in at least one horrible situation, crime flourished. 

Albert Mohler, president of Southern Baptist Theological Seminary, calls for churches across the nation to learn from Penn State's horrific scandal--if you suspect child abuse, call "law enforcement officials." 

Mohler reviewed his own institution's policies and procedures and had them changed.
