Military chaplains are technically already muzzled by being required to cross-train in rites they regard as heretical. The only way to avoid that is to segregate in the manner of the British army and it's copycats(notably India) and the Habsburgs, to eliminate chaplains(lay preachers in the military are not inherently bound to dishonesty). Or to simply allow chaplains to only minister to those compatible to their own faith.
